In October 2007, I brought to the attention of the RCT the issue of Matching Grants and donations fraud. The facts didn’t surprise anyone; most members already suspected that embezzlement was happening. However, what shocked them was the timing and the method of disclosure. At that time, the board of directors included Dave and Baby Collins, as well as Deo Uy, all of whom were accused of fraud in my allegations. Their discontent was conveyed in an email sent by President Luela Bantol on October 19, 2007, just days after the allegations surfaced on the RCT website. The Club has formed a Special Committee to review matters, including those concerning Matching Grants. Your concerns and grievances could have been properly addressed by this Special Committee. However, we want to inform you that the Club has carefully considered your accusations, which we acknowledge as legitimate concerns. However, the manner in which you raised these issues is deemed inappropriate.   Le coup du maître (The master's stroke) It is with deep regret that we must inform you that, for the reasons cited above, the Club is taking steps to terminate your membership. We assure you that this process will adhere to the provisions of the Standard Rotary Club Constitution and By-Laws enacted by Rotary International, ensuring that your side will always be heard. In simpler terms: “We appreciate what you said and welcomed your input, but we are troubled by the fact that you chose the club’s website to express it, which is why we are planning to remove you.”  Le coup du maître (The master's stroke) Did they follow the RI bylaws? Let me have a good laugh at that! The only notification I received was that the club intends to oust me, and nothing more since then! Thanks to my supporters and informants, I learned about this effort as soon as it happened. Just a few days before, between October 9th and 19th, 2007, the club terminated another Rotarian without due process, on the spot, and without giving him a chance to speak, solely on the orders of Derek Pyrah and the Collins.  Le coup du maître (The master's stroke Yes, you read that correctly. Derek Pyrah ordered the ousting, and it was executed with a single stroke of a pen—no questions asked. What did this Rotarian do wrong? After the revelations appeared on the website, he sent an email to someone at Interplast in Australia asking for information about Derek Pyrah. This individual informed Derek, who then confronted the head of the Rotarian’s club in a fit of anger. And he got his way, much to the shame of the Rotary Club. At the same time, he personally submitted an intimidation letter dated October 9th to the club, terrorizing the members, as I have previously explained. Le coup du maître (The master's stroke) As mentioned earlier, the trio chose to remain in hiding rather than answer questions, which would have only led to further lies to cover their previous deception. However, they did provide some information to a local news reporter. I have redacted the name of the reporter as it appears in the original email dated December 7th, 2007, but it will be disclosed in due time. The reversal of roles began in the earliest stages of the investigation. She, Baby Collins, responded to the accusation as if the Matching Grant money had been a reward for her hard work, believing she could do whatever she wanted with it. She claimed she returned the money to The Rotary Foundation (TRF) because the new set of officers might have stolen it. I sent a copy of this email—unmasked—to the TRF. My informants tell me that Rotary International (RI) has neither confirmed nor denied receipt of this amount.Le coup du maître (The master's stroke)   The individuals who were once considered crooks have now become the accusers, targeting one of the most respected Rotarians in the district, Luella Bantol. We are discussing a sum of $100,000, which is a small fortune in the Philippines. This money could have been instrumental in addressing emergency situations instead of being misused for building dry toilets. I made this email available to the club, but it seems they didn't take it seriously or utilized it effectively, which has led to the current situation. Derek Pyrah and the Colins—excluding Deo Uy, as he was merely a puppet in this story—tested the club's resolve several times using various clever techniques, such as threats and completely false statements. Without any response from the RCT, they felt encouraged to pursue their demolition plans, as I explained in my previous blog. As a reminder, after the failed attempts by the international Rotary organization during the District 3860 Discon in 2008 to undermine the RCT, they repeated their efforts during Discon 2009. This time, they used different methods, with the blessing and complicity of the District Governor in a particularly cynical and humiliating manner.  The photo you see below was taken from the district's website. They published it to embarrass Past President Luella Bantol and the RCT as a whole. The message is clear: the district has sided with the wrongdoers against the RCT.               You will have the opportunity to see more siding of this kind as soon as the next page loads on your screen. To add insult to injury, the text also originated from the same source, the district website bulletin from July 2009, DISTAS. The Collins signed their comment as members of the Rotary Club of Tagbilaran. Are they? It’s possible the district forced the club to reinstate them. If that’s the case, how can they sit in this regular meeting room with their peers, knowing how undesirable they are? That’s not an issue for Baby Garcia Calipusan (that’s her real name). She has been accustomed to this since returning from the U.S. and knows what everyone thinks about her. Does she care? Not anymore, folks... Stay tuned—there will be more. Before you click to the next page, you need to understand the reasons behind the fearful behavior of the members of this club, instead of standing united against the abusers. Here’s why: The Rotary Club of Tagbilaran, like most clubs in the Third World, is not typically comprised solely of Rotarians. Out of 20 to 25 members, only a few are actually Rotarians, while the rest are just members. Very few understand the bylaws and regulations, and even fewer comprehend the mechanics of Matching Grants and the core principles of Rotary. Those who do understand often keep the others in the dark, allowing them to conduct their questionable business without interference. Most members are present just to be seen in their community, believing that being part of the elite is significant in a social system where one’s status is frequently assessed by the model of cellphone they own and display. The same goes for clothing, cars, and the exterior of their houses; the interior often doesn’t matter. Some have small businesses that survive by local standards, while others include a nurse, an overseas maid, and a few bank managers whose branches hope to gain business from wealthy members. Filipinos are kind-hearted people, but they struggle to deal with individuals like the Collins, who often appear guarded, or Baby Calipusan-Collins, or the rude and uneducated con artist Pyrah. Moreover, the controversial libel laws in the Philippines—specifically Article 353 of the Revised Penal Code—are designed to protect wrongdoers, as prosecutors have minimal requirements to establish probable cause to send a case to a judge. Being taken to court in the Philippines is perceived as shameful, subjecting defendants to public scrutiny and gossip throughout the town, where everyone knows each other. This is particularly true in Tagbilaran City. Adding to this is the financial burden of legal fees, which few can afford.    Many members leave the club after a while, as they aren't genuinely interested in being part of a social club. This involvement takes a toll on their personal lives and adds stress to their businesses. Furthermore, they do not perceive any benefits or positive changes in their lives. Instead, they witness a few privileged individuals—those connected to influential people in Manila and abroad—improving their situations. The Rotary Club (RC) of Tagbilaran is characterized by its dominantly foreign influence, not just from local members like the Collins family (including Baby Collins, who has never acquired Filipino citizenship for fear of losing her social standing) but also from the Village Aide Program and its associates. These individuals often use the club for self-aggrandizement back home. For example, Derek Pyrah brings dozens of tourist Rotarians from Australia, while John Dehnel represents England. Any used medical machines that are deemed useless in England typically end up in the Tagbilaran club. Computers that the Children's Hospital in Australia did not know how to dispose of due to lead contamination are also sent there. Derek acquired these machines, and then the Collins family distributed some to Evan for the school in Songculan. However, these donations stopped working after only a few months. Moreover, they established a laundry machine to wash the donation funds and the money from The Rotary Foundation (TRF) Matching Grants. I have already explained all of this in previous pages.. When I first posted this entry on the site Village Aide Program  the Rotary Community in Australia and Philippines had been shaken from top to the bottom, heads rolled down, the site had 600 visitors a day, not bad for a blog written in broken English, often times hard to describe, for Rotarians and non, how the scam was working. Besides, I realized after words that the community at large, especially the younger generation doesn’t care that much for this organization, membership numbers go down year after year. In fact, they will even pay you to apply!

Derek Pyrah and his assistant, scriptwriter Dave Collins, will handle all the paperwork for you, ensuring that the application looks professional and appealing. As the president, all you need to do is sign the fourth page, without ever seeing the content of the first three pages. Once you do that, they will mail your application to the Rotary Foundation for approval, and it’s done! Almost… but more on that later.

However, it’s important to note that these Matching Grants do have some concerns. Specifically, they come with a requirement: you must agree to have Rotarian engineer Dave Collins install a waterless dry toilet in a school as part of the project. This is part of his business. Additionally, you need to provide a crew to clean up regularly, ensuring that the site remains presentable.

 

Has plenty of sawdust available to throw in, if not, the smell will certainly reach Derek Pyrah’s office in Australia, even worst, Collins mansion in Panglao creating you trouble for lack of maintenance! Rotary International Matching Grants for Sale

However, not everything is negative—there’s also a fun aspect to consider. When you receive the bill (300,000 pesos), be prepared for a loud, hysterical laugh, one that you haven't had in a long time. You won’t even need a calculator; it's that obvious! Even a simple Filipino construction worker can see it! As for the water collection system, water filtration, and the medicines distributed by a licensed pharmacist from the Philippines Board, we’ll provide you with more information shortly. Just be patient; you’ll learn everything you need to know.

Now, in the first paragraph of this column, I mentioned how easy it is—thanks to the support of Pyrah and Collins—to obtain a Matching Grant (MG). However, there’s an important detail you should know before applying: The Rotary Foundation (TRF) requires your club to have a bank account set up accordingly. Collins and Pyrah will ask you, as president, to demonstrate the ability to prevent members from monitoring this account. Although Dave Collins will act as your coach and explain how he handled this situation in the Rotary Club of Tagbilaran, you will still need to undergo some independent training. This is a challenging requirement that will determine whether you gain acceptance into the inner circle of the “Brothers in Scam” as a trusted lieutenant, or if your project will instead be managed with funds controlled and overseen by Dave Collins. Upon completion, you will be required to sign the final report submitted to TRF, which will contain misleading information.

What is misleading here? He built the toilets with his own workers, violating the “conflict of interest” provision clearly outlined in the RF MG terms and conditions. He paid his workers in the Philippines an estimated total of $1,500 each, as generously calculated by six engineers, while claiming to the TRF that a construction company named GUILBERT VALLES completed the job and was paid $6,000 each.

To any club president in the Philippines and elsewhere, my advice is this: Stay away from this type of dishonest business. Do not be gullible enough to believe that Derek Pyrah is here to help you. He is desperately seeking clubs to invest the money he is raising in Australia. We have previously explained how he and Collins benefited from this investment through the “laundry machine” scheme, but given the current circumstances, it’s important to revisit this topic to refresh our memories. We will provide more details in the next update.

June 1st, 2014. More than 6 years later, what has changed?

- Derek Pyrah is currently untraceable; he appears to have vanished from the Organization, at least on the surface. He joined a Mormon church in an attempt to start anew, but it seems that effort has not been successful. As a witty Rotarian recently remarked, “He’s long gone in the landfill,” suggesting that the consequences of his actions have come from all directions—just not from the Rotary. With the support of his family and some friends in Australia who played a significant role in his downfall, we can safely conclude that he has little hope of redemption. We can only say about Rotary International: “Shame on Rotary International for covering up his actions for years.”

- Dave and Baby Collins are relentless. The blow dealt by Evan Iliadis had serious repercussions for these individuals. Both have been expelled from the Rotary Club of Tagbilaran as undesirables. However, with help from partners involved in their schemes in Cebu and Tubigon, they have managed to engage in dishonest business once again. This time, they are selling clean water filters that are less unpleasant than their toilets but still cheap and worthless—yet they are overpriced and funded with Matching Grant money. So, you are in some kind of business and told that joining Rotary International will result in instant success, both in finance and community fame. People will look at you as a caring leader, someone who goes the extra mile spending time and money on charitable events or disaster relief. Depending on the part of the globe you live in, you may, or may not be aware of their existence, you benefit or not from their “generosity” and “compassion”. About Rotary International Wall of Shame

 If you live in a rich country like, say, an average normal citizen, chances are you haven’t heard anything about Rotary. If you’re in the business of, say, medium size, a politician, a lawyer, a doctor, or a professional on at least 6 figures first world income, then, you have certainly heard something.

As a well-educated professional, you evaluated the potential return (or not) on your investment that will cost you anywhere from 300 to 600 US$ for the year, minimum, more if you opt to buy the Paul Harris Fellow Award at the cost of US$ 1000. But honestly, the last thing you have in mind, is you join the organization for service to the community. 

There isn’t such a thing in the Rotary. There never was. At best, you may feel better that you have donated a bit of your time to save a distressed person somewhere in the third world. But all you accomplished is helping some fat leaders in the local community gain more weight.

Socialites and egomaniacs care more about showcasing the latest fashion and jewelry they wear at events than about helping the poor.

Take, for example, the picture on the left. You’ll learn more about them later. I will conclude this introduction by allowing history and the Rotary itself to determine whether the organization has ever had any credibility beyond serving as an admitted business club-a self-serving organization for its members.

The Rotary International has faced significant criticism from various individuals and has been the subject of satire in plays and books. One of the most notable critiques came from Sinclair Lewis in his novel "Babbitt," where Rotary was thinly veiled as the ‘Boosters.’ (You can read the first few chapters of "Babbitt" on our website, with a link to all chapters). These schemes have led to millions of dollars being funneled to scammers worldwide, all with the full knowledge of the Rotary Foundation. The trial-Dave Collins testimony No, it’s not over. Because no one wants it to be over! I wish someone would want it to end so I could shut down this site and go to Disneyland! But that’s not happening. Everyone is invested in the saga, including the RI (Rotary International), and even Collins seems to enjoy it, hoping I will detail his testimony on this blog as mentioned in court. I will get to it, but not just yet. His testimony is still in the early stages; he only testified for 40 minutes on the first day, and the continuation has been postponed for 35 days. Talk about a rush! Perhaps he finds the proceedings entertaining—the talk of the Rotary community and the opportunity to discuss his PHF (Paul Harris Fellow) awards and his contributions to poverty alleviation in the Philippines, all funded by other people’s money. But who’s really paying attention? The judge? He isn’t concerned with awards or medical missions; he’s there to determine if anyone has been libeled and why. The court audience is exclusively composed of members of the Rotary Club of Tagbilaran, dressed in their club attire, coming to support their past president—the accused, Luella Bantol. But I, Evan, am paying closer attention than anyone else, eager to share the truth with the Rotary community and beyond. As you may have guessed, I fully disagree with the proceedings, which is why I’m here again. I will skip the testimony of former Rotarian Cory Anne Verge; there’s nothing worthwhile to report—it’s just the same old garbage as the previous two witnesses. Let’s move directly to Collins’ testimony. Let’s get started. Below, I will paste a sentence from his deposition during direct examination by his lawyer, marking the first point of disagreement, a shameful distortion of the facts and a slap in the face to the Rotary Club of Corrimal in Australia and others.

He He is referring to his brother, Tom Collins, who lives in the USA and has no connections to the Philippines. I’m unsure if he has ever visited the country. This has led to the best joke I’ve ever heard, rivaled only by some remarks made by other witnesses about whether the Village Aide Program was a Rotary organization. So, what was the joke? It was about an organization where the board of directors, managers, and supporters were all exclusively Rotarians. The program was endorsed as a Rotary project by Rotary District 9750 in Australia and Rotary District 3860 in the Philippines. It received funding from Rotary clubs and individual donations from Rotarians. Part of these contributions was “invested” as seed money for the Rotary Club of Tagbilaran’s applications for Matching Grants. Rotary was a prominent theme in his speeches, actions, and criticisms. In 2001, when Dave and Baby Collins were involved in establishing the Village Aide Program (VAP), there was complete inactivity—zero progress. Like many other expatriates who build luxury mansions amidst local communities experiencing malnutrition and hardship, they felt compelled to invest in their security due to their perceived arrogance. The Collinses faced numerous complaints about the high-voltage electrified wires installed directly along the shore where their mansion stood. Additionally, six trained German Shepherd dogs barked constantly, their sounds echoing far into the nearby village. Armed guards were stationed at the entrance 24/7, and there were ongoing labor disputes with their workers concerning unpaid wages, among other issues. Unlike other expatriates in the area, the Collinses seemed to believe that such extensive security measures were necessary. This raises the question: whom were they afraid of, and why? FFFeeling the hostile climate closing in, they launched an image-polishing operation in their neighborhood, giving away a few kilos of rice, some cans of sardines, used clothing, and vitamins. In 2002, Collins met Derek Pyrah, a member of the Rotary Club of Corrimal in Australia, who was then part of an INTERPLAST medical mission in Bohol. Together, they began to weave a plan to defraud the Rotary, each bringing their own talents and skills to the venture. So,Where was Tom Collins? He said: “ Never in the history of our district has any club been granted 5 Matching Grants simultaneously” But he should add , “Not even in the history of TRF (Rotary foundation) this has happened before”

So, how this has happened? There will be an extensive discussion and presentation of facts as to how Collins ( Not the Rotary club of Tagbilaran) have been able to obtain 5 MG at once, while others are standing in line for years trying to find a sponsor to get just one! Bob, with all due respect, I thank you very much for all your support, I assure you that no hard feeling here for your decision to remain silent for long time now, as others did the same. I understand that my persistence of going all the way to the truth, regardless the rampage living behind, interfered with your desire to be limited to just a few bad apples and spare those who permitted the fraud. Being in contradiction, you made the right choice to get out of this, as other did and go on with your Rotary life. Besides, for you and any one else who has supported this crusade, it's considered just a mishap involving a few individuals, now out of the picture. For me, goes further than that. It is about an indecent expat community, living and poisoning an already ill country, that some of them, in association with some locals used the Rotary for cover up protection to unlawful business,others set up shop to misuse Rotary funds. As we go deeper in the way TRF is awarding to the clubs other peoples' money, paradoxically, favoring the cynical behavior of some applicants, that are not clubs, just individuals acting on their own, but talented and manipulators enough to bypass their club, banking on members' ignorance, and counting on their connections within TRF to make it look like the applicant is a Rotary club. Derek is referring to a mail received by Collins expressing his hostility towards the members of the ROTARY CLUB OF UPPER TAGBILARAN.
